The problem

Parts washing is a process that almost nowhere has an owner. It sits between two operations that do — something makes the part dirty, something else needs it clean — and it is provisioned as equipment rather than specified as a step. The result is a unit in a corner that everybody uses and nobody is responsible for, which is why the questions that would define it have never been asked.

The first of those questions is what "clean" means here, and the answer never comes from the wash. It comes from whatever happens next. A part clean enough to reassemble is not necessarily clean enough to paint, to bond, to weld, or to inspect, because each of those tolerates a different residue. So the wash has a specification, it is set downstream, and whether it is written down anywhere is the first thing to ask — because where it is not, the person at the sink is working to a standard nobody ever gave them.

Underneath that sits a set of variables that trade against each other. Chemistry, temperature, mechanical action and time are not independent: less of one has to be made up by more of another, or the part comes out dirtier. That is why a change made for one reason — a cooler bath to save energy, a faster cycle to keep up, a different cleaner on price — moves the result even when nothing else was touched. Which combination is right for a given soil and a given part is a question for the equipment and chemical manufacturers' documentation and for whoever owns the process, not for a supplier standing next to it.

Then there is the bath's life, which is where this becomes genuinely invisible. A cleaning bath loads with the soil it removes, and its performance declines continuously rather than stopping. There is no moment at which it announces that it is finished. So parts continue to come out looking washed, from a bath that has been getting worse for weeks, and the point where it stopped meeting the downstream requirement passed without a signal. Where nothing else is measured, appearance is the only feedback available — and appearance is exactly what a loaded bath still delivers.

Drying is part of the wash and gets treated as what happens afterward. Whatever is on the part when it goes to the next operation — moisture, residual cleaner, whatever settled on it while it dried in the open — travels with it. A part dried on a rack beside a grinding operation has been re-contaminated by the process that was supposed to finish it.

The last thing the operation produces is a waste stream, and this is where the missing owner stops being an inefficiency and becomes a problem. Under 40 CFR 262.11, the obligation to determine whether a discarded material is a hazardous waste falls on the party that **generates** it, and it attaches **at the point of generation** — before the fluid is diluted or mixed with anything else. So the determination is owed by the operation itself, at the moment the bath is spent, by whoever is standing at the unit.

That is exactly the moment this card has been describing as unowned. A process with no owner still generates the waste and still owes the determination; it simply has nobody assigned to make it. The equipment in the corner and the unmade determination are the same finding.

The jurisdictional structure matters too: states with authorized programs may adopt the federal provisions selectively, and may be more stringent than them. So what applies to a given site depends on where the site is, and the federal citation is where the obligation originates rather than a complete statement of what is required there.

**None of which makes any of this a supplier's determination.** This card does not say whether any fluid is or is not hazardous — it cannot, that is the generator's call, and it depends on what is actually in the bath. The contribution is narrower and more useful: notice that a determination is owed here, and ask who makes it. If the operation cannot name that person, that is the finding.

Why it costs

The cleaner is the invoice and the smallest number in the frame.

Rework is the first real cost and it is charged to the wrong place. Parts that come back for a second wash consume the cycle twice, and because the second pass usually happens after an inspection somewhere else, it is recorded as an inspection finding rather than as a wash failure.

Downstream failure is the expensive version of the same thing, and it is systematically misattributed. A coating that lifts, a bond that does not hold, a seal that leaks, an assembly that comes back — each of these is investigated as a problem with the operation that failed, because that is where it appeared. A part that arrived carrying residue looks identical to one that did not, so the cleaning step is rarely the first suspect and is often not a suspect at all.

Bath life and disposal run together. Changing the fluid too often wastes it; changing it too late means everything processed in the meantime was cleaned to an unknown standard, and nobody can say which parts those were. Both errors are consequences of the same missing measurement, and the disposal side carries its own handling cost that lands in a different budget again.

Labor is spent at the unit and at the rack, and it is a poor use of a skilled person's time — rewashing, hand-wiping, waiting for parts to dry, and moving them between the two.

Everything here follows from one sentence nobody has written down — what the next operation actually requires: what soil is being removed, what has to be gone for the next step to succeed, how anyone would know the bath still achieves it, and who is responsible for saying when it does not. If nobody in the building can answer the last one, that is the finding, and it is the same finding as the equipment being in a corner.

What a rep can see on a walkthrough, without asking a question

  • A washer or sink in a corner with no posted procedure
  • Bath visibly loaded — floating oil, suspended solids, sludge at the bottom
  • No gauge, thermometer, or indicator of any kind on a heated unit
  • A heated unit running uncovered
  • Parts air-drying on a rack beside a dusty or abrasive operation
  • Cleaned parts stacked or boxed while still wet
  • A final wipe with rags that are visibly reused
  • Parts being washed a second time after inspection
  • Cleaning fluid decanted into unmarked containers
  • Several different cleaners open around one station
  • Spent fluid in open or unlabeled waste containers
  • A unit that is clearly drained by bucket
  • No definition of "clean" written down anywhere near the operation
  • Gloves or eye protection absent at the point where parts are handled wet
  • Cleaned parts stored next to the dirty ones waiting to go in

How to use these: A rep must not recommend a chemistry, a solvent, or an aqueous-versus- solvent answer, and must not state a flash point, a flammability classification, or an exposure limit. Those are product ratings and safety figures; they come from the manufacturer's documentation and from a qualified assessment of that site, never from a supplier in a plant. Do not say whether anything here is safe or compliant, in either direction. Spent cleaning fluid is a waste stream with handling obligations that vary by jurisdiction and by what is in it — that is a question for the customer's environmental or EHS contact, and the right move is to ask who owns it rather than to answer. A loaded bath might be due for change this afternoon. What the cues do establish is whether the wash is a controlled process or a sink somebody uses. Ask what "clean" means here, and who decided.
