The problem

Nobody uses the product they bought. Cleaning chemicals are shipped concentrated because water is heavy and freight is not free, and the thing that actually touches the surface is made on site, in a few seconds, by whoever is holding the jug. Efficacy, cost per use, surface compatibility and personal exposure are all decided in that step — and it is the one step in the chain that nobody supervises, nobody records, and no invoice describes.

Left to judgment, the step fails in both directions. More feels stronger, so free-pouring tends to over-concentrate: product is wasted, residue builds up and attracts soil faster, some surfaces are damaged, and the person mixing is handling more concentrate than the job needs. Under-pouring is the quieter failure, because the surface still looks wet and the work still looks done. The cleaning simply did not happen, and the only evidence is that it has to happen again sooner.

Metering equipment removes the judgment, which is why it exists — but it introduces a second, less obvious failure. A proportioner set correctly can still deliver the wrong ratio if the conditions it depends on move: water pressure and flow at that sink, a worn or missing metering tip, a partly blocked line, a different concentrate connected to a station calibrated for the last one. The dispenser looks right, the bottle fills, and nothing announces the drift.

Then the diluted product goes into a bottle, and that bottle becomes its own problem. Once chemical leaves the container it was shipped in, whatever identifies it travels with it or does not. OSHA's Hazard Communication standard, 1910.1200, is what governs how hazardous chemicals are communicated in a workplace, including labeling and access to safety data sheets; what that requires of a specific secondary container is the employer's obligation to determine against their own program, not something to be settled from a spray bottle in a corridor.

Why it costs

The purchase price of a concentrate is the least informative number available, because it prices a product nobody uses. What matters is the cost of a filled bottle, and that is a function of dilution accuracy — which means a facility can change nothing about what it buys and materially change what it spends, in either direction, without anyone noticing.

Rework sits underneath that. Under-diluted cleaning that does not do the job is paid for twice: once when it is done and again when the surface is cleaned properly. Over-dilution has a slower version of the same cost, where residue builds a film that attracts soil — and the response available at that point is more product rather than less, which is worth asking about before it becomes the standing answer.

The exposure costs behave differently from the rest of this catalog because they attach to a person rather than to a budget. Handling concentrate is the highest risk moment in a cleaning program, and it is performed by whoever is available, in whatever space the building gave them, with whatever protection is to hand. What those three are here is visible from the doorway. An unlabeled bottle then extends that risk to everyone downstream who picks it up — including the classic incident where two products are combined by somebody who could not tell what either of them was.

The point of dilution is where this is settled, so that is where to look: where mixing physically happens, what the water at that tap actually does, whether the equipment can be got wrong, whether the concentrate can reach skin at all, what identifies the bottle once it is filled, and who is trained on it. Closed dilution systems are worth understanding in that frame — they change the exposure question, not just the accuracy one.

What a rep can see on a walkthrough, without asking a question

  • Spray bottles with no label at all
  • Bottles labeled in marker, or with a label worn, faded, or peeled to illegibility
  • A bottle whose label does not match what is visibly inside it
  • Chemical decanted into a rinsed-out food or beverage container
  • A concentrate jug open, or fitted with a pour spout, beside the mop sink
  • A dilution station on the wall with concentrate jugs sitting on the floor beside it
  • A dispenser with tubing disconnected, hanging, kinked, or missing
  • Metering tips or inserts missing from a proportioner
  • A handwritten note taped to a dispenser explaining which button is which
  • Different brands of concentrate feeding the same dispensing station
  • No safety data sheets anywhere near where chemicals are stored
  • Chemicals stored above head height, or above clean linen, food, or food-contact surfaces
  • Bleach and acidic products sharing a shelf
  • Gloves and eye protection absent at the point where dilution actually happens

How to use these: These describe how chemical is being handled, not whether the operation is compliant, and a rep must not say it is either way. Hazard communication obligations sit with the employer and are assessed against OSHA 1910.1200 for general industry by someone qualified, against that site's own program. An unlabeled bottle might be in the hand of the person who just filled it, and a bypassed dispenser might be broken and reported. What the cues do establish is whether the dilution step is controlled or improvised, and whoever owns the cleaning program can answer that immediately. If you see chemicals stored in a way that looks actively dangerous, say so to the site contact while you are standing there.
