The problem

Void fill is bought as a consumable and judged on how much of it gets used, but its job is to stop the product moving. Those two measures point in opposite directions, and the person resolving the conflict is whoever is standing at the pack bench. Nobody decided that the packer would set the protection standard; it happens because using less is visible and immediate, and the consequence of using less is neither.

The material also gets asked to do two different jobs that are often treated as one. Filling a void so the contents cannot shift is blocking and bracing. Absorbing and spreading the energy of an impact is cushioning. A material can be good at one and poor at the other, so a box can be completely full and still deliver the product broken, because everything inside moved together into one corner.

Then the package leaves and the feedback loop breaks. Damage is discovered by the customer, recorded as a credit, a return, or a carrier claim, and attributed to handling or to freight. Nothing in that path routes it back to the pack station as a packaging-specification question, so the specification is not what the process is set up to change.

Why it costs

The cost of a damaged shipment is never the fill. It is the replacement product, the freight both ways, the labor to receive and re-issue, the credit, and the call. For a distributor it is worse than the arithmetic suggests, because a damaged delivery lands on the end user's dock in front of the people who chose the supplier.

The recurring costs run in both directions, which is what makes this hard to argue on price alone. Under-filling produces damage. Over-filling consumes material, takes longer at the bench, and often forces a larger carton — which costs more to buy, more to ship, and needs still more fill. A pack station left to resolve that trade-off in the moment tends to oscillate between the two, so the same SKU ships differently depending on who packed it and how busy the day was.

There is also a quieter loss in what never gets counted. Damage is aggregated into a general returns or credits number rather than tracked to a product, a carton, or a lane, so the pattern that would identify the actual failure stays invisible. A facility can carry the same recurring damage for years without anyone being able to point at where it comes from.

The product and the journey come first, not the price per unit of fill: what the item is, how it fails, how the carton is handled, how it is stacked, how far it goes, and what the environment does to it on the way. Published pre-shipment test protocols — ISTA and ASTM D4169 — exist precisely so that a package can be evaluated against a defined sequence rather than by opinion, and a tested package changes the conversation from what fill costs to what the package is required to survive.

What a rep can see on a walkthrough, without asking a question

  • Cartons on the pack bench visibly larger than what is going into them
  • Void fill packed on top of the product only, with the sides and bottom left open
  • More than one void-fill material in use at a single bench
  • Operators hand-crumpling paper rather than feeding a dispenser positioned at the bench
  • Deflated air pillows in staged, returned, or opened cartons
  • Loose fill on the floor around the bench and under the conveyor
  • One carton size doing duty across a wide range of product sizes
  • Sealed cartons with bulged or crushed corners still in the outbound lane
  • A returns or re-box area sited next to shipping, in steady use
  • Cartons in a stack showing sidewall deflection under the load above them

How to use these: None of these tells you the damage rate, and a rep should never estimate one from a walkthrough — damage is measured downstream, in credits and returns, not at the pack bench. A single oversized carton might be a one-off, and a damaged pallet by the dock might be inbound rather than outbound. What these cues do establish is where the decision is currently being made — at the bench, or in a specification — and which of those it is here is worth asking rather than assuming. Do not recommend a material or a fill depth on the strength of what you saw; that comes from the product, the carton, the lane, and a tested package.
